VCAL A type of airfare available to State travelers, for business use only, through State contracts with specific airlines. VCAL fares are "capacity-controlled" airfares -- the airlines reserve a limited number of seats on each flight for State travelers. VCAL fares are typically available when a traveler is able to make travel arrangements in advance, before other State travelers using VCAL fares reserve all reserved seats. VCAL fares are fully refundable and may be used for travel in either direction of the city pair. Because VCAL fares are less flexible than YCAL fares (no additional VCAL fares are sold once the block of reserved seats is sold), they are the less expensive than YCAL fares.
