The State has contracts with two commercial rental car vendors for short-term rentals (up to 7 days):
- Enterprise (primary, this should be your first choice) (Contract in MS Word format)
- National/Alamo (secondary, this should be your second choice) (Contract in MS Word format)
How to pay: You must bill charges to your department American Express Car Rental Business Travel Account (CRBTA) or your individual American Express government card.
If you don't have use of a CRBTA or a government card: No traveler should be stranded without a rental car. Travelers may rent using a personal credit card in case of emergency or other special circumstances. Keep in mind that in this case, rental excludes contracted benefits such as the State rate and insurance, and other fees may apply. You may want to select the insurance option. For more information on insurance coverage, see the ORIM letter. You must submit a TEC (PDF format), along with a State Controllers Office form (PDF format) approved by the department chief.
Advance approval required for non-contract vehicles: Renting a vehicle from a non-contracted vendor requires advance approval. Obtain approval from your department chief and then submit a State Controllers Office form (PDF format) to the Statewide Travel Program Administrator.
Fuel: Pay at the fuel pump, then submit a Travel Expense Claim (TEC) (PDF format) for reimbursement.
Refueling: State employees -- If you do not fill up the gas tank shortly before returning your rental car, you must submit a State Controllers Office form (PDF format) along with your TEC. For more information see SAM Chapter 700, Travel.

Reservations must be made with a State-certified travel agent. (Travelers cannot obtain State rate and benefits by reserving online.) Provide your travel agent the appropriate State of California Contract ID: National, 191259; Alamo, 5400321.
Exception: In an emergency, reserve a car at the car rental agency counter or by phone (National (800) 227-7368; Alamo (800) 732-3232); in this case, to get State rate and benefits you must provide the appropriate Contract ID (National, 191259; Alamo, 5400321) and use your American Express Government card.
